What changed

Read all 25 assigned records in full, frontmatter through final line. All matched the issue snapshot (8997eebee2a4e620c5dd47fcea97abf515c4cac6) exactly; no intervening diffs.
APH-fref-0870-qthr.md line 15: inserted one blank line. Every other inter-aphorism separator in the record is three blank lines; the gap between the "un-happened the entire fiscal quarter" aphorism (line 12) and the "missing signature on page forty-two" aphorism held two. Whitespace only.
APH-fref-0860-dexe.md lines 21 and 25: inserted one blank line each. The record's first two separators are three blank lines; the separators after the "decommissioned servers" aphorism (line 20) and the "instruction that never arrives" aphorism (line 24) held two each. Whitespace only.
APH-replacement-without-release.md lines 13, 17, and 21: inserted one blank line each. The record's last two separators are three blank lines; the first three held two each. Whitespace only.

What was deliberately left alone

All frontmatter, canonical IDs, tags, titles, existing italics, and quoted/documentary material.
22 records reviewed unchanged, including all records whose separators were already uniform.
APH-tri-directive-doctrine.md keeps its own internally uniform two-blank-line rhythm between all six aphorisms. Consistent spacing is not a defect; normalizing it to the neighboring three-blank convention would be cross-record standardization, not repair.
No new bold anywhere. These are multi-aphorism list records whose emphasis convention is per-aphorism italics (present in the FFP exhibits and APH-0089); elevating one sibling with the record's only bold pivot would be decoration, not a pivot.
