    • Read all 7 assigned records in full, frontmatter through the final limerick line, including Related Aphorisms/Haikus/Limericks residue regions. All matched the issue snapshot (8997eebee2a4e620c5dd47fcea97abf515c4cac6) exactly; no intervening diffs.
    • fref-0821-avtl.md line 43: bolded "before governance has named the calm form of the problem" — the closing clause of the Filing Note, where the term layer's purpose lands: the layer does not erase contradictions, it defuses the names they arrive under until governance speaks first.     • fref-0822-actn.md line 29: bolded "unless and until a dedicated severity band requires stronger language" — the escalation boundary inside the Final Handling Statement, the clause that keeps the calm-language rule from being absolute. Asterisks only.

    What was deliberately left alone

    • All frontmatter, canonical IDs, tags, titles, statuses, {#...} anchors, code spans, and heading text. fref-0823-tsrt.md is the batch's lone published record among six archived siblings — status residue per docs/working-with-filed.md §4, not normalized.
    • The fref-0821 Core Mapping Table (lines 17–27) renders its eleven term pairs as a - trigger -> replacement list, not a Markdown table. That is the record's own notation; preserved.
    • Existing emphasis: the four **Term (FREF-NNNN):** boundary labels at fref-0823 lines 40–43 are definition-list markup, not pivots; untouched, and the new pivot went to Archive Position instead.
    • ### Stub: residue headings (fref-0822 line 34, fref-0827 line 38) and everything inside the Related Aphorisms / Related Haikus / Related Limericks regions — protected documentary residue per issue #793.
    • All verse: every haiku and limerick line keeps its existing two-space hard breaks exactly; none added, removed, or normalized (#824 protected region). Stanza-final lines untouched either way.
    • Register oddities inside verse — "Exactly as forestry planned" (fref-0822 line 182), logged it as "cellular phone." (fref-0823 line 169), "the printer is fully remanned" (fref-0821 line 172) — consistent with the archive's deliberately absurd limerick register; reviewed and left, not flagged.

    Verification performed

    • git diff review of all seven records: exactly seven single-line hunks; every changed line differs only by added ** markers. Zero word, order, whitespace, or frontmatter changes.
    • Cross-reference audit: every code-span citation in the three index-adjacent records resolves to a real source path (FREF-0070-AOPT, FREF-0810-DSL, FREF-0815-MAP, LLG-0408-DTS-DEP, LLG-0409-IEL, LLG-0410-BWS, LLG-0411-RRC, mascots 076/229/271/938, v0.1.1-trust-surface-residue, trust-records-after-proof-decay).
    • python3 scripts/check_collection_counts.py — PASS.
    • BORIS_BIN=/Users/tbuddy/dev/filed.fyi/bin/boris ./bin/validate_graph.sh — passed.
    • Compiled-article inspection of dist/cantilever/reference/FREF-0821-AVTL.html through FREF-0827-TSXL.html: each shows exactly one new <strong> at the intended pivot clause; verse <br> structure, stanza boundaries, and {#...} anchors unchanged.
