Scope: content/reference/ — twenty new table-heavy satellites, fref-0924 through fref-0943, seeded as a single batch (the two agent slices landed together because intra-batch relations edges run in both directions).

What changed

Seeded twenty new reference records implementing the "data room" archetype allocation recommended in reports/c4-table-audit.md (Recommendations — data room archetype seed slice). Each record clones an existing canon table anatomy rather than inventing new shapes.

Slice A (fref-0924–fref-0933) takes the Religious Administrative Bureaucracy cluster: verification offices, form registries, capture-vector drift, tribunal-adjacent procedures, and exhumation checklists rendered as logs. Slice B (fref-0934–fref-0943) takes the grift-adjacent and housekeeping registers: audit procedures, form-field enumerations, disposition codes, intake logs, penalty schedules, and compliance scoring. The B records are filing surfaces — they do not anticipate classes 4–6 content (doctrinal reconciliation, grift origin-myth, council/tribunal materialization).

Empathegy taxonomy, Acknowledgment Deletion Bias, COMA, CSI, and the C.U.N.T.I.E.R. refrain were ruled out of scope and appear in none of the records.
