Policy Afterglow
Policy Afterglow is filed for that brief period in which enthusiasm continues to illuminate a structure already cooling. It acts as a witness to the widening gap between the tone of a launch announcement and the reality of its implementation.
Distinction
It is strictly distinguished from Metric Decay. While Metric Decay represents the active failure of numbers to meet expectations, Policy Afterglow represents the stubborn persistence of launch-day optimism despite those failing numbers.
It is not false. It is simply late.

The rollout was launched with a cheer,
And the language was vibrant and clear.
But the outcome is shit,
