A form's row states where the form sleeps, not who is responsible for it. The index has never successfully named who is responsible.

Filing Rules

  1. State is one of the four catalog states — CAAR, LCGU, STCP, AAOA — assigned per reference/FREF-0020-MAPS, or active variant where a live form holds managed ancestry.
  2. Last Observed records a sighting, not a service level. A form last observed on a ritual slide may be required tomorrow.
  3. Custody Note names where the form sleeps. It does not name who owns it.
  4. Witness carries a record ID only. No prose.
  5. A form that feels simultaneously required, deprecated, and made up belongs here. That condition is the filing criterion.

Maintenance Note

  • Entries are additive. A holding's state may change; its row does not. State changes are appended as new holdings per the intake log.
  • This index is not a complaint ledger, a service catalog, or a promise that a form can be produced on request.
  • Do not reconcile the index against the catalog. The catalog says what should exist; the index says what sleeps where.

Registrar's note: The index lists absences by shape. Some of the shapes have queues. One of the shapes has a waiting room, and the waiting room has a number.
