Countersignature Effect Table
The Verification Office measured what changes when a document acquires a countersignature. Findings as filed:

Interpretation
The countersignature is cheaper than the check, and cheaper to produce than its absence is to explain. Where verification becomes costly, the surface does the work: the office files the mark's continuing effect and the current condition of its basis separately, per reference/FREF-0823-TSRT, and does not collapse either record into the other.
The table does not claim the stamp is worthless. It records what the stamp weighs.
