Filing Amnesty Metrics

For five working days the Office suspended consequence: any late, misfiled, or regret-shaped submission could be surrendered at the window without penalty, remark, or eye contact. This table records the observed effect.

The table records what changed when consequence was briefly suspended. It does not claim the surrendered filings improved; it claims they surfaced, which is the only improvement the week was authorized to produce.

Filing Rules

  1. One row per metric the Office agreed to watch. Metrics that asked not to be watched were honored and are not shown.
  2. During means the five working days of the amnesty plus the weekend, which the filings observed and the Office did not.
  3. A metric unchanged by amnesty is still a metric. Stability is data.
  4. The 212 surrendered filings are processed under ordinary rules; amnesty covered the shame, not the work.

Living Document Protocol

  • The table is republished each amnesty. Prior editions are retained; they read identically, which is itself a finding.
  • Post-amnesty figures are not collected. The Office measures the suspension, not the return.
