    A notice returned is not a notice cancelled. The archive's mail, like its obligations, is round-trip.

    The log records the return of notices, not the failure of the addresses. An address that cannot be reached is still an address; the institution's position is that delivery is a property of the sender, completed at the moment of sending.

    Filing Rules

    1. One row per returned notice. The reason is transcribed from the envelope verbatim, including premonitions.
    2. Returned By names the courier of record. Couriers are responsible for the round trip, not the address.
    3. Status is Open, Re-sent, Readdressed, Held, or Filed-As-Delivered — the last for notices the institution has decided to consider received.
    4. A notice marked Filed-As-Delivered is delivered. The log does not specify to whom.

    Living Document Protocol

    • Entries append at the bottom. Re-sends generate new rows, not edits; the log's correspondence is accretive.
    • The intended recipient may collect the notice in person at Window 4. Notices collected this way remain in the log.
    • Mail addressed to assumptions, predecessors, or load-bearing misunderstandings is routed to mascots/M-0432 for filing under inherited basis.

    Courier Rat, duct margin: Half these addresses are rooms that moved. The other half are rooms that never were. I deliver to both. The sash does not distinguish.
