Foundling Record Intake

Form 19-F is completed for every record that arrives, or is discovered, without a verifiable parent. The form does not find parents. It describes the shape of the absence so the record may be fostered into a collection that will not ask.

Controlled dispositions: Fostered, Adopted-by-Collection, Awaiting-Parent, Self-Declared-Orphan, Under-Review, Recursive.

The form records arrival, not abandonment. A foundling's lack of parent is a custody condition; the desk does not rule on whether the parent was lost, withheld, or never written.

Form 19-F Fields

  • Foundling ID — assigned at intake. The FND series does not reuse numbers, even for records that deserve it.
  • Description of item — what the item is, in the clerk's hand. The item's own account is taken separately and filed as hearsay.
  • Parent claimed? Y/N — if Y, the claimant is referred to paternity verification on Form 12-A, which the desk has been told is frozen. The referral is made anyway.
  • Last known shelf — where the record insists it belongs. Insistence is noted, not honored.
  • Symmetry observed — whether the record sits plausibly beside its neighbors; assessed per mascots/M-0257.
  • Disposition — per the controlled vocabulary above.
  • Intake officer — the clerk who found it. Finding is a form of parenting the archive declines to formalize.

Filing Rules

  1. One form per foundling. Bundles are separated at intake; they arrived together but must want parents individually.
  2. Self-Declared-Orphan requires the record's signature. Records that cannot sign are signed for by the Placeholder Witness (Placeholder Witness).
  3. A record that finds its parent is not removed from the series. It is given a second birthday.
  4. Unclaimed foundlings approaching the retention threshold are processed per lorelog/LLG-0325-ORT, which certifies them as low-maintenance assets; see lorelog/LLG-0329-OIR for what that means.

Living Document Protocol

  • The FND series is append-only and interleaved with the collection it describes.
  • Form 19-F is itself reviewed quarterly for parentage. Its parent has not been located.
