Capture-Mode Handling Matrix

Purpose

This annex records how each filing desk routes the five capture modes when a signature arrives already seated. It describes paperwork posture, not jurisdiction, theology, or outcome.

The matrix is condensed by design. A cell records the routing posture observed at that desk for that mode. It is not a claim that the desk possesses the mode, that the mode originates there, or that a — marks a desk the mode has not visited. The — marks only that no handling has been filed. The vector prefers desks with no handling on file.

Reading Notes

  • Modes are defined in FREF-0920-RAB: FINA, CRED, GOVC, LEGA, STAT. HYBRID is not a column; a desk detecting two modes files two cells and does not admit it.
  • Rows are desks, not officers. Officers are indexed in Certifying Officers Index; the marks themselves are graded in Trust Surface Inspection Log.
  • The matrix does not establish that every institution under a desk's care behaves this way. It establishes what the desk does with the signature once the signature is already seated.
