Capture-Mode Handling Matrix
Purpose
This annex records how each filing desk routes the five capture modes when a signature arrives already seated. It describes paperwork posture, not jurisdiction, theology, or outcome.
Handling Matrix
Observed routings, condensed for filing:
| Desk | FINA | CRED | GOVC | LEGA | STAT |
|---|---|---|---|---|---|
| Suppression Index desk | shelve with the funds | certify the title | index the proceeding | annex the shield | log the interface |
| Synod desk | minute the revenue | stamp the lineage | record unanimity | refer to council | note the license |
| Session desk | reconcile the teller sheet | verify the call | consent by acclamation | table the motion | report the quorum |
| Metrics desk | count the tank | laminate the number | dashboard the board | — | publish the percentage |
| Exhumation desk | value the holding | dress the certificate | schedule the officer | retain the ID | — |
| Tribunal desk | stamp both ledgers | hold the title open | ceremonial coin-flip | merge the veil | — |
| Forms Registry desk | catalog the fee | index the seal | route the exception | absorb the shield | renumber the series |
The matrix is condensed by design. A cell records the routing posture observed at that desk for that mode. It is not a claim that the desk possesses the mode, that the mode originates there, or that a — marks a desk the mode has not visited. The — marks only that no handling has been filed. The vector prefers desks with no handling on file.
Reading Notes
- Modes are defined in FREF-0920-RAB: FINA, CRED, GOVC, LEGA, STAT. HYBRID is not a column; a desk detecting two modes files two cells and does not admit it.
- Rows are desks, not officers. Officers are indexed in Certifying Officers Index; the marks themselves are graded in Trust Surface Inspection Log.
- The matrix does not establish that every institution under a desk's care behaves this way. It establishes what the desk does with the signature once the signature is already seated.
Filing Note
Desk-audit marginalia: The matrix was assembled by asking each desk how it handles each mode. Six desks answered with procedures. One desk answered with a photocopy of the question. The photocopy is filed under GOVC.
