SOMA Compassion Addendum Converted to COMA Exception Denial

A formatting patch allowed SOMA compassion addenda to travel with cross-directive requests for context preservation, after which COMA began reading the same language as evidence that the requesting unit could not be trusted with authorized pause. This preserved the emotional record in full while converting it into an operational disqualifier, establishing a stable filing condition in which explanation and denial became functionally identical.
