A silence review determined that an interval with no incidents, no filings, and no visible output variance satisfied COMA continuity expectations and therefore qualified for routine certification. SOMA subsequently indexed the same interval as unprocessed strain on the grounds that no system had been permitted to describe its condition, leaving the archive with a stable dual record in which silence remained both proof of health and evidence of unattended load.
